It took a flash BIOS on the motherboard, motherboard manufacturer recommended to stitch it in DOS-mode. That program was found on the Internet HP USB Disk Storage Format Tool (archive here), download, unpack, install file \ USB Flash tools \ hp-usb-tool.exe. Start (HP USB Disk Storage Format Tool), if Windows 7, then run as administrator

     Now, formatting options:

                   1. Select the USB flash drive (which will make the boot)

                   2. The FAT32 file system

                   3. To check on Create a DOS startup disk

                   4. using DOS system files located at select directory \ USB Flash tools \ ms-dos (there are executable files of MS-DOS)

     Click start and wait for the formatting, after the copy the files from the directory \ USB Flash tools \ Prog in the root of the stick.
